(Hawler-Sulaymania & Duhok)

With a comparison regards the level of Violence between
2008-2009

Necessary Introduction:-
After establishment of Directorate for Trace Violence Against Women in Ministry of
Interior-Kurdistan Regional Government, by the direct order of Mr. Nechirvan Barzani
(President of Ministries Council) , Fih Cabinet, at the end of 2007 and beginning of
2008.We start to draw strategic plan for using recent mechanisms to solve those
violations which had been done against women along years. At the beginning it was
consist of only one Directorate in the Divan of Interior Ministry, but then expanded in a
short period, the decisions comes out to open many new directorates & offices like
(Hawler, sulaymania, Duhok and Garmian)and offices like( Soran, Ranya,
Akre,Amedi,Zakho and Sharazur).
The structure of each Directorates and Offices contain women police officers & men
police officers with civil employ s. Because of the important role of those Directorates,
the Interior Minister, President of fifth cabinet and Kurdistan Parliament decided to
change it to General Directorate. We saw it is necessary to appear some major changes
on Women s Social condition in Kurdistan Region:
First: Through using strong and effect mechanisms by our Directorates, we could able to
reduce the rate of killing women s to %50.
Second: The rate of registering the complains by women raised by %200 by publishing
20 phone numbers which belong to our Directorates and Offices.
Third: A comparison shows that the rate of burning women during 2009 reduced; in
some areas the rate is not changed. But in Hawler province from the beginning of 2008
the condition getting better every month, the report shows it clearly.
Forth: During the past two years ll the end of 2009, we could able to announce 5
reports about trace violence against women. It helps us to have official data and static
about the social condition of women in Kurdistan Region which will be published in local
and foreign Medias. In this report we will publish all accidents related to (Killing,
Burning, and the situation of holded women s, the condition of complainant women,
and the condition of violences, tourtures and sexual abuses of women. The last part of
this report shows total rao of those who faced jusce regulaons during 2009 in all
around Kurdistan Region.
Also in this report we show the comparison between 2008 and 2009.

Detail information for Killing women:
Hawler Province
1-During 2009 in Hawler city with Soran District. 37 women killed in all
ways like (suicide, hanging, killing in purpose).But during 2008 in the same
Province, 52women were killed in the same ways menoned above.
Sulaymania Province and Garmian
2- During 2009 in (Sulaymania and Garmian), 29 women killed in all ways
like (suicide, hanging, killing in purpose), But 2008in the same area, 29
women were killed in the same ways mentioned above.
Duhok Province
3- During 2009 in (Duhok city) 19 women killed in all ways like
(suicide, hanging, killing in purpose) but during 2008 in the same
Province, 23 women were killed in the same ways mentioned above.
Detail information for Burning women:
Hawler Province
1-During 2009 in Hawler city. 151 women burned in both ways like
(purpose, fate). But during 2008, in the same Province, 163 women burned
in the same ways mentioned above.
Sulaymania Province and Garmian
2- During 2009 in (Sulaymania and Garmian) 188 women burned in both
ways like (purpose and fate). But during 2008, in the same Province, 161
women burned in the same ways mentioned above.

Duhok Province
3- During 2009 in (Duhok city) 75 women burned in both ways like (purpose
and fate). But during 2008, in the same Province, 58 women were burned in
the same ways mentioned above.
Detail information of Complain cases:
Hawler Province
1-During 2009 in (Erbil city with Soran District).1357 complains registered
by women with torture camplanins.then invesgated. But during 2008, in
the same Province, only 1201 complains were
Registered and investigated then solved.
Sulaymania Province and Garmian
2- During 2009 in (Sulaimania city), 815 complains registered by women.
But during 2008 in the same city, only 991 complain Registered and
investigated then solved.
Duhok Province
3- During 2009 in (Duhok city), 486complains registered by women. But
during 2008, in the same city, only 366 complains registered and
investigated then solved.

The situation of women in shelters and summary:-
Hawler Province
1- During 2009 in (in Hawler city with Soran District), 163 women were
sheltered and holded in Nawa center (Hawler Shelter) are saved protected
from threat of their family. Among this number, 152 cases were solved and
they returned back to their family only, 11 women remain in center and
their problem not solved yet.
Sulaymania Province and Garmian
2- During 2009 in (Sulaimania and Gamian), 149 women were sheltered
and holded in special, (shelter belong to directorate of trace violence
against women) in Sulaimania and they are saved and protected from
threat of their family. Among this number, 147 cases were solved and they
returned back to their family, only 2 women remain in Shelter and their
problem not solved yet.
Duhok Province
3- During 2009 in (Duhok city), 70 women were holded and sheltered in
saved and protected from the threat special center for women and the
of their family. Among this number only 14 cases not solved yet and 56
cases were solved.

The condition of sheltered women in Hawler Province:
Total number of holded and sheltered women during 2009 in Hawler
province and around.
During 2009 we could able to hold and shelter, 163 women, in Nawa center
for holding and sheltering women in Hawler province & Soran district. We
could able to return 152 of them to their family and 11 of them sll kept in
Nawa center ll the end of December 2009.It s worth to menon we return
each women with condition and getting assurances from their family for
protecting them. We will follow their condition continuously.

The condition of sheltered women in (Duhok) province:-
During 2009, we could able to protect 70 threat women and shelter them in
Duhok shelter .Among this number, we could send back 56 of them to their
family save an unharmed but 14 of them sll shelter in the cenetr till last
December 2009. It s worth to menon that returning back any women to their
family depend on some conditions and getting sureness from the family of
sheltered women to protect their life. After returning back process we will
follow her life condition continuously to make sure every thing goes well.
The solved and unsolved cases in holding (sheltering) women
center in (Duhok) province.

The detail condition of sheltered women in (Sulaymania)
province & Garmian:-
During 2009, we could able to protect 149 threat women and shelter them in
Sulaymania shelter for Directorate of Trace Violence Against Women in
Sulaymania .Among this number, we could send back 147 of them to their
family save an unharmed but 2 of them sll shelter in the center ll last
December 2009. It s worth to menon that returning back any women to their
family depend on some conditions and getting a sureness from the family of
sheltered women to protect their life. After returning back process we will
follow her life condition continuously to make sure every thing goes well.

their families and their problems had been solved.
2-Also 1% of them sll sheltered in center and their problems not solved
