Conclusion of a training workshop on the drafting of parallel reports organized by the Amman Center for Human Rights Studies [ACHRS]


As part of its efforts to disseminate the human rights culture and to train qualified personnel in this field, the Amman Center for Human Rights Studies [ACHRS] held a training workshop on the drafting of parallel reports from 14 to 17 August 2007. The aim of the workshop was to qualify the personnel of the ACHRS to become capable of preparing reports on the application of the international agreements in the field of Human rights, which the Hashemite Kingdom of Jordan acceded to, and to acquaint the participants with the United Nations mechanism in the field of human rights.

A presentation was made of the various types of human rights, the international system for the protection of human rights, the concepts, criteria and idioms, and the institutions and mechanisms, as well as the mechanisms of presenting the reports to the competent committees of the United Nations. The functions of the workshop also dealt with the concepts, phases and mechanisms of drafting, preparing and following-up alternate reports.

Participants were practically trained on drafting the alternate reports that are addressed to the United Nations Committees concerned with human rights, such as the Committee for the Elimination of Discrimination Against Women, and the United Nations Anti-Torture Committee. The participants also saw models of the alternate reports drafted by non-government organizations in some fraternal Arab countries. The training was done by Mr. Majed El Arouri, executive Director of the Independent Palestinian Commission for Human Rights.

It is noteworthy that the United Nations attaches a special significance to the reports submitted by the non-governmental organizations and views them as supplementary to the government reports in view of the information included in these reports. Such an information could not be found in the government reports. These reports are usually known for their credibility and courage in dealing with the topic.
