القضية:
الطريق مقفل امام عدة الاف من الفلسطينيين في شمال مصر في الوقت الحاضر، وهم غير قادرين على العودة الى منازلهم في قطاع غزة. فمعبر رفح، البوابة بين فلسطين ومصر والذي يوصل قطاع غزة بشبه جزيرة سيناء، قد أغلق من قبل السلطات الاسرائيلية منذ 9 يونية 2007 . بعدها بعدة ايام، وبالتحديد في 15 يونيه 2007 اعلنت السلطات ان المعبر سيظل مغلقاً حتى اشعار آخر.
اقفل المعبر امام المئات من العابرين الذين يقيمون الان في مخيمات بالقرب من المنفذ الحدودي، لا يغادرون المنطقة خوفاً من فتح المعبر لامد قصير وهم غائبون. بالرغم من كونهم غير قادرين على تحمل اعباء الاقامة اختاروا الانتظار رغبة في الرجوع الى منازلهم. كثيرون منهم يعانون من نقص الغذاء والماء والمأوى، يعيشون في الصحراء في اشد ايام السنة حرارة وجفافاً. تحت هذه الظروف تبقى صحتهم وسلامتهم مهددة.
معبر رفح هو المتنفس الطبيعي والمنفذ الوحيد لسكان غزة الذي يوصلهم بالعالم الخارجي. وكانت السلطات الاسرائيلية قد اقدمت على اغلاق المعبر بعد اعلان حركة حماس سيطرتها على قطاع غزة اثر اشتباكات مسلحة بين انصارها واعضاء من حركة فتح بزعامة الرئيس الفلسطيني محمود عباس.
صحة المدنيين:
بينما تصرح وكالة غوث وتشغيل اللاجئين الفلسطينيين (أونروا) إن قرابة 825 ألفا من سكان غزة البالغ عددهم 1.5 مليون مصنفون كلاجئين ويتلقون في الوقت الراهن حصصاً من المواد الغذائية، و برنامج الاغذية العالمي يساعد نحو 200 ألف شخص اخر في داخل غزة، فهناك المئات من سكان غزة ممنوعون من العودة الى ديارهم بعد تلقيهم للعلاج الطبي فى مصر. فعلاج الكثير من الامراض ومنها الاورام السرطانية غير متوفر في قطاع غزة والعديد من المرضى يضطرون للسفر الى مصر لتلقي الرعايه الصحية.
امهات واطفال توافيهم المنية اثناء الانتظار على حدود الوطن، مبعدين قسراً عن منازلهم، في انتظار فتح المعبر.
ملخص الوضع:
بعض العالقين المنتظرين يضطرون لبيع اغراضهم وممتلكاتهم الشخصية لتغطية التكاليف المترتبة على تمديد فترة الاقامة في مصر وبعضهم نفد دوائهم، في حين ان هناك بعض الاباء والاطفال لم يتمكنوا من الالتحاق بأسرهم في غزة في هذه الظروف المظطربة.
مطالب منظمة الدفاع الدولية:
منظمة الدفاع الدولية تحث السلطات الاسرائيلية والفلسطينية والمصرية، فضلا عن قيادة حركة حماس في غزة لبذل كل ما في وسعهم وما يتطلبه انقاذ ارواح المدنيين. كما تطالب المنظمة بضمان حصول المواطنين لاي علاج طبي قد يحتاجون اليه.
الحملة:
الموصى بها هي إرسال مناشدات بحيث تصل بأسرع وقت ممكن للاعراب عن القلق بشأن صحة وسلامة الالاف من المدنيين المنتظرين عند معبر رفح الحدودي، الذين لا يمكنهم الوصول الى الخدمات الصحية والغذاء الكافى والماء والكهرباء او الوقود؛ وللاعراب عن القلق العميق بشأن سكان قطاع غزة الممنوعين من السفر، ومن المحاصرين من هم من المسنين والمعاقين والنساء والأطفال، بما في ذلك من هم في حاجة ماسة الى الرعاية الطبية التي لا تتوفر في غزة. علاوة على ذلك فتدعون جميع الاطراف المعنية الى عدم ادخار اي وسع من اجل تسهيل مرور الاشخاص والبضائع من والى قطاع غزة واعطاء الاولوية لحقوق المدنيين في غزة وليس للمكاسب السياسية.
ترسل المناشدات إلى رئيس الوزراء الاسرائيلي ورئيس السلطة الفلسطينية والرئيس المصري وقيادة حماس في غزة. يرجى نسخ الرسائل و من ثم اضافة التوقيع و العنوان الى الرسالة وارسالها على العنوان او رقم الفاكس او الايميل المرفق.
