هل يؤدي الاقتراح الروسي حول الكيماوي، إلى قرار شبيه بالقرار 687 ، لكن موضوعه سوريا لا العراق ؟
القرار 687 الذي أصدره مجلس الأمن في عام 1991 ، وضع العراق تحت احتلال من نوع غريب. إذ أعطى صلاحيات جمة لمفتشي الأمم المتحدة. وتوسع المفتشون في مفهوم القرار ، إلى حد الاعتقاد بأن لهم الحق في تفتيش القصور الرئاسية. ولم ينته الخلاف بين الحكومة العراقية والأمم المتحدة ، إلا عندما وقع طارق عزيز، نائب رئيس الوزراء، والأمين العام للأمم المتحدة ، اتفاقا يأذن للمفتشين بتفتيش تلك القصور. فهل هذا ما سيحدث في سوريا، إذا أقر مجلس الأمن مشروع قرار شبيه بالقرار 687 خاص هذه المرة بسوريا.
لكن هناك فارق هام بين الوضعين. فالقرار الخاص بالعراق ، قد شمل التفتيش عن كل أنواع أسلحة الدمار الشامل. إذ تضمن القرار عندئذ التفتيش على الصواريخ ، وعلى تطوير الأبحاث الخاصة بالسلاح النووي ، إضافة إلى التفتيش عن السلاح الكيماوي والبيولوجي . أما في سوريا ، فنحن بصدد التفتيش عن السلاح الكيماوي فقط لا غير، ما لم تتوسع الدول الغربية في تفسيره فيما بعد.
والهدف من الاقتراح الروسي الذي رحب به أوباما وألمانيا وفرنسا (مع شروط وضعتها فرنسا )، إنما يهدف إلى تجنب الضربة العسكرية التي قد تودي بحياة مزيد من الأبرياء الذين سقطوا في سوريا منذ بداية الحرب قبل ثلاثين شهرا. ولكن هل سيؤدي هذا الاقتراح فعلا إلى تجنيب سوريا الضربة العسكرية ، أم أنه يوفر مزيدا من الفرص لتحقيق مزيد من الضربات العسكرية ، وهذه المرة تحت شعار ولواء تنفيذ قرار لمجلس الأمن صادر بموجب الفصل السابع، لا استنادا لمجرد اتهامات غير معززة بالأدلة الدامغة . لهذا السبب تطالب روسيا بإصدار بيان من مجلس الأمن يوضع السلاح الكيماوي بموجبه تحت إشراف دولي استنادا لبيان من مجلس الأمن لا استنادا لقرار ملزم منه فقد لاحظنا في الماضي كم من عمليات القصف على العراق قد هدد بها ، أو نفذت فعلا بذريعة الضغط عليه للرضوخ لمطالب فرق التفتيش الدولية التي بات الكثير منها مطالب تعجيزية هدفها الضغط على الحكومة العراقية لتفتح مزيدا من المواقع لتفتيشها من قبل المفتشين الدوليين ، إلى أن بلغ بهم الأمر في نهاية المطاف، إلى حد المطالبة بتفتيش تلك القصور الرئاسية كما سبق وذكرنا، رغم كونها مواقع سيادية .
ومن هنا لا بد من التعمق في التفكير في صياغة قرار كهذا، إن تأكد احتمال صياغته في مشروع قرار ضمن الفصل السابع من ميثاق الأمم المتحدة (وما أدراك كم هو حد المرونة والتوسع في تفسير بنود الفصل السابع )، كي لا تستبدل أميركا وحلفائها ذريعة استخدام الكيماوي بذرائع أخرى كثيرة، ومنها عدم التجاوب مع المفتشين الدوليين، خصوصا إذا شمل القرار فرض رقابة دائمة أو متكررة على ما سمي بالسلاح الكيماوي السوري الذي تحتفظ إسرائيل بأطنان لا تحصى منه، ولم يفكر أحد بوضعه تحت المراقبة الدولية رغم أن إسرائيل قد استخدمته فعلا بقصف غزة عام 2009 بالفسفور الأبيض الكيماوي .
والواقع أن السؤال الجدير بالتفكير، هو إذا كانت أميركا معنية فعلا بقضية السلاح الكيماوي، أم هي معنية فعلا بضرب قدرات الجيش السوري العسكرية لإضعافها، بغية توفير بعض التوازن مع قوى المعارضة السورية التي بدأت تتراجع رغم أطنان الأسلحة الحديثة التي أرسلت إليها مؤخرا من قبل المملكة السعودية (كما قيل) . فإذا كانت قضية استخدام الكيماوي في الغوطة السورية والمنسوب إلى سوريا دون أدلة دامغة ،هو السبب الحقيقي وراء تحرك دول الغرب وفي مقدمتها أميركا، وكذلك فرنسا التي كانت أكثر أعضاء مجلس الأمن الخمسة الدائمين ضعفا وفعالية، وباتت الآن مستأسدة في عهد أولاند، ساعية لتأكيد موقعها في مجلس الأمن، وتعزيز مركزها كقائد دولي لا يقل بأسا عن روسيا وأميركا. ومن أجل ذلك ذهبت فرنسا للقتال في مالي، وها هي تبحث الآن عن عذر للذهاب للقتال في سوريا أيضا ، متسترة هذه المرة بجلباب حليفها الولايات المتحدة .
فإذا كان الهدف الأميركي هو فعلا مجرد تأديب سوريا على ما اتهمت به من استخدام السلاح الكيماوي ومنعها من استخدامه مجددا، فإن إندفاع أميركا للدخول في اشتباك عسكري جديد، هو أمر لا يرغب الشعب الأميركي فيه، فهو الشعب الذي عانى من التدخل الأميركي في العراق، وفي أفغانستان، وهو أيضا ما زال يعاني حتى الآن من تدخله في أفغانستان، سواء بوقوع الضحايا من الجنود الأميركيين، أو بالخسائر المادية التي عاني منها كثيرا الاقتصاد الأميركي وما زال يعاني .
أما إذا كان الهدف الحقيقي للتهديد بقصف سوريا، هو إضعاف قدراتها العسكرية لتحقيق التوازن مع القدرات العسكرية للمعارضة السورية ، فإن الولايات المتحدة لن تكتفي أبدا بقرار من مجلس الأمن الدولي يفرض رقابة على السلاح الكيماوي السوري والذي ما زال سلاحا مزعوما حتى الآن، إذ ستطلع للمزيد، وهو مزيد من الضربات بأشكال مختلفة، قد يوفر الفرص لها قرار مجلس الأمن ذاك. كما أن أحد الأهداف الحقيقية من إضعاف القوة العسكرية السورية ، قد يكون الضغط على سوريا المترددة في الذهاب إلى مؤتمر جنيف، وذلك من أجل دفع سوريا للموافقة على المشاركة فيه . ولذا سارع وليد المعلم ، وزير الخارجية السورية ، إلى إبطال مبرر كهذا، بالإعلان من موسكو موافقة سورية على الذهاب إلى مؤتمر جنيف بدون قيد ولا شرط .
ويتوقف الأمر كله على ما تريده الولايات المتحدة حقا من مؤتمر جنيف. هل المؤتمر بالنسبة لها هو إستراتيجية حقيقية، أم مجرد تكتيك يسعى لكسب الوقت بغية تعزيز موقف المعارضة السورية ، منعا لإمكانية قيام القوات السورية النظامية بحسم الوضع لصالحها. فالولايات المتحدة تقدر تماما أن مؤتمر جنيف قد لا يكون قادرا على إنجاز الكثير، خصوصا وأن المعارضة السورية متمثلة باللواء سليم إدريس، رئيس هيئة أركان الجيش السوري الحر، قد رفض اليوم الحل المقترح بوضع رقابة دولية على السلاح الكيماوي. كما رفض عمر أبو ليلى، الناطق باسم الجبهة الشرقية للمعارضة السورية، الذهاب لمؤتمر جنيف. وسارع اجتماع لوزراء خارجية دول الخليج إلى رفض المقترح المطروح حول وضع رقابة على السلاح الكيماوي . وجاء الرفض على لسان وزير خارجية البحرين إثر انتهاء الاجتماع .
فأقل شيء تنتظره الولايات المتحدة ، وكذلك دول الخليج ، والمعارضة السورية ، ليس مجرد رحيل الرئيس بشار الأسد، بل إسقاط أسس كامل النظام السوري ، وهو أمر لا يمكن لروسيا الاتحادية أن تقبل به، لأنه سيؤدي إلى خسارتها للحليف الوحيد لها في المنطقة. ومن هنا يبدو الأمر على أنه صراع بين روسيا وأميركا، أكثر من كونه صراعا بين بشار الأسد وقوات المعارضة التي تمولها دول الخليج التي تمد المعارضة بأسباب قوتها وقرارها. فدول الخليج هي وحدها القادرة على تقرير ما تريده المعارضة فعلا .
إذن من سيكون أصحاب القرار في مؤتمر جنيف: الروس ،الأميركان ، أم دول الخليج . فهذه هي الأطراف الحقيقية المتصارعة في المنطقة السورية، علما أن دول الخليج تلتقي مصالحها في معظم الأحوال مع مصالح الولايات المتحدة. أما مصالح الأميركيين والمصالح الروسية، فتتقاطعان بشكل حازم وقد يتعذر أن تلتقيا، مما يرجح احتمال بقاء ديمومة الحرب لفترة طويلة على شاكلة حرب استنزاف يخوضها الطرفان المتصارعان سياسيا، وذلك على حساب الشعب، الخاسر الحقيقي، فهو - أي الشعب السوري البائس - وقود هذه الحرب.
كل ما في الأمر أن الحل الجديد المقترح، قد يؤجل لبعض الوقت ضربة عسكرية للجيش السوري هدفها إضعاف قوته، كما قال بشار الأسد في مقابلة تليفزيونية مع "سي بي أس نيوز " الأميركية ، إلا أنه لا ينهي احتمالات هذه الضربة العسكرية التي قد تأتي في وقت لاحق، بل في أوقات لاحقة، بحجة عدم مراعاة الحكومة السورية لمقتضيات التفتيش الدولية، تماما كما كان يحدث في العراق في التسعينات . وعندئذ لن يكون الأميركيون متذرعين بحجة الكيماوي المستندة إلى أدلة واهية وغير مؤكدة ، بل ستصبح عندئذ، كما سبق وذكرنا، مستندة لقرار من مجلس الأمن صادر بموجب الفصل السابع، مما سيوفر الأعذار الكافية أمام العديد من الدول، وخصوصا الدول الغربية ودول الخليج . لكنه لن يوفر الأعذار المقنعة للإتحاد الروسي الحليف الأول للدولة السورية، إضافة إلى إيران الحليف الثاني، وربما المقصود بشكل مباشر من ملاحقة سوريا المتحالفة معه.
فإيران هي الخصم اللدود لدول الخليج خصوصا نتيجة مخاوف تلك الدول من الأبحاث الإيرانية التي تدعي أميركا بأنها تسعى لإنتاج قنبلة نووية قد تؤدي إلى تفوق إيران في المنطقة، بدون اعتبار لكل القنابل النووية التي تملكها إسرائيل وتجعلها متفوقة جدا، بل وتضعها على قدم وساق من حيث القوة مع دول كبرى في الغرب. وهذا العداء أو تلك الخصومة مع إيران، قد تكون أحد الأسباب الجوهرية لتزويد دول الخليج المعارضة السورية بالمال والسلاح، كوسيلة للضغط على سوريا من أجل تخليها عن ذاك التحالف (المكروه بالنسبة لهم ) مع إيران، وكذلك عن التحالف مع حزب الله الخصم ألآخر اللدود لدول الخليج، إضافة إلى الرغبة الخليجية في تخلي سوريا عن معارضة اتفاقيات السلام مع إسرائيل، والتي يعتقد بعض دول الخليج أنها ( تلك المعارضة ) تقف حجر عثرة في سبيل تحقيق الاستقرار بالمنطقة، وخصوصا الاستقرار في دول الخليج ، مخافة تطورات مفاجئة فيها قد تزلزل بعض الأنظمة في تلك الدول الخليجية، ولعل أبرزها عدم الاستقرار الذي بدأ ينتشر في البحرين. وكما يقولون، فإنهم يخشون أن يكون أول الغيث قطرة، وقد تكون البحرين هي القطرة الأولى في غيث غير مرغوب فيه.
أمر آخر لا بد من قوله ولو استدراكا، وهو أن لإسرائيل دورها فيما يجري على الساحة السورية. فهي بطبيعة الحال اللاعب من وراء الستار، وهي المستفيد الأول والأكبر من انشغال سوريا بهذه الحرب الضروس التي يبدو بأنه لا نهاية قريبة لها ، سواء جرت الضربة العسكرية قريبا، أو لم تجر، إذ أجلت بالتالي لتتم بأشكال أخرى ، أو بأسباب أخرى وبأية درجة جاءت.
